Papworth Trust is looking for an organisation to undertake independent monitoring and evaluation of both the Community Connections South project, which covers the South of the former Greater Cambridge and Greater Peterborough Local Enterprise Partnership (GCGP LEP) area, and the Community Connections Essex project, which runs in the South East Local Enterprise Partnership (SE LEP) area.
 
Community Connections South and Community Connections Essex are Building Better Opportunities projects, and are funded by the European Social Fund (ESF) and The National Lottery Community Fund. Funding is currently scheduled to end 30/06/2022. 

The projects brings together experienced partners that focus on changing lives and communities for the better. 

Both projects support the hardest to reach people in the area - who are several steps away from making work a sustainable part of their lives - move into education, training, job search, and, ultimately, sustainable employment.

Currently, our monitoring and evaluation of the project has agreement from the Lottery to evidence and report:

• Whether the project has achieved its objectives 
• Whether participants have progressed towards greater employability and, ultimately, employment
• How far participants have progressed - measurement of “distance travelled”
• How satisfied participants and stakeholders are with services being provided

In addition to this, the projects have to evidence soft outcomes, and the impact they have had on the wellbeing, attitude to employment and learning, skills, and lives of the participants they support.

Any learning from these projects will also be used to influence and shape future provision within the geographic areas of each project and beyond.

Data has been collected since the beginning of the project in October 2016, which requires utilisation and analysis.

However, there is not only scope to influence the design of the evaluation of soft targets moving forward, but also scope to influence how the legacy reporting of the project looks.
